Being a Gimp user, I can safely assume/say Gaussian Blur is *coughcough* a blur effect in said program.
I've used it before, for photo editing. For fun.

Take a look at the floor.
Well, basically, one would do smooth shading on everything then
index the color space. Although, you say you use PSP... So I don't
think that's entirely possible for you.

not sure exactly what you are speaking off, but I tried to enlighten the place a bit while keeping that shadows are more apparent from the up side of the room while the lower room is shined more upon thereby creating something like this
Ps: I forgot to save the picture before that so I have to redo alot of things on the curtain. ;_;
