Gant was pretty bad, but Dahlia really tops in him every way. von Karma was just an idiotic perfectionist. Matt was a stupid sociopath who really wasn't that bad (not any worse than anyone else who hired De Killer), and Kristoph is just a psycho who went insane because Zak is a jerk. Morgan is probably second, but Dahlia just did more.

Kristoph went insane because Zak was a jerk, and he became a jerk because Valant was a jerk, and he became a jerk because Magnifi was a jerk. <_<
and Matt was pretty bad. You have to take into account everything involving Celeste, Adrian, and Juan.

Honestly, you can't get worse then him. He coldheartedly killed his co-worker Prosecutor Marshall, with the only reason being to fulfill his nasty scheme to take over the city's police department.
To me, the fact that he didn't even plan to kill Marshall in the first place, but instead just killed him because he saw it fit to fulfill his goal, makes him the number one
And I didn't mention all the other stuff he did.

All the killers.
The triggermen and other accomplices employed by the killers.
Several of the witnesses, ancillary characters, or even victims whose malfeasance directly lead to the crimes. (For victims I'm thinking mostly of Pal Meraktis and Kane Bullard. Though Juan Corrida is pretty high on the list, too.)
The list becomes pretty long, but it's easily pared to 5 - all killers - by filtering for pure coldbloodedness:
Damon Gant
Manfred von Karma
Matt Engarde
Dahlia Hawthorne
Kristoph Gavin
Though Morgan gets a few extra points for using Pearls in her second crime. And Shelly de Killer gets a special shout out as a pro, but is DQ'd just because he'd take all of the fun out of this by winning hands down.
Matt, with only one kill and one kidnapping, both through an intermediary, drops off for wimpiness - all the others have at least 2 kills, at least one committed by their own hands, and one or more other crimes to their name.
Deciding between them gets harder. Manny, Kris and Damon all committed their crimes to improve their standing in the justice system - and in Kris's case, his brother's when circumstances changed so that he wouldn't benefit personally (thereby making Klavier and unwitting accomplice). Dollie at least kept her victims down to the direct victims of her crimes, unlike the above, who perverted the justice system, making victims of everyone within their jurisdiction.
On the other hand, Dollie did use the fact that people loved her to her advantage - Nick, Terry, and Iris, specifically - making it more of a personal betrayal of trust than the slightly abstract betrayal the other 3 committed.
On this wave of cuts, I have to cut Kris, as distasteful as I find the man - he's worse that Matt, and I think he's as bad as Manfred on a personal level, but compared to the others on a level of sheer criminal behaviour, he's small potatoes.
Manfred, Gant, and Dahlia, then...
Damon Gant, you lucky SOB, you get cut this round...because we come back to the personal betrayal issue - Manny framed his own protégé! (Who it's not unlikely he took on as a protégé just to do that to him.) Damon betraying his own accomplice isn't nearly as major, especially as it wasn't planned that way. Although Manny loses some points by acting through Yanni Yogi on the second killing, the fact that he intended for Edgy to be convicted for it gets them back.
Manny and Dollie... Manny and Dollie...
I think, when I weigh the monstrousness of the crimes committed, Manfred wins, though Dahlia is the more loathsome person.

You forgot two - Terry (though he 'pulled the trigger' on himself, it was at Dahlia's insistence), and Diego - though it took years for him to actually DIE, it put him into a coma, and he did eventually die from it (again, likely taking the final killing stroke himself by ending his treatments, but that doesn't absolve her). Terry - Debatable. Although it's pretty terrible to tell someone who's probably mentally handicapped to kill himself, that's all she did. She didn't force him into it.
Diego - We don't even know for certain whether he's dead or not, and if he is because he decided to end his treatment, that's his decision.

All of those people died because of Dahlia's actions, Misty being the only one who wasn't directly so - absolving her because she didn't pour the poison down Terry's throat, or tell Godot to stop taking the treatments he needed to live, and Misty was an accidental victim of her actions has no legal or moral basis.
She killed Terry as surely as she killed Doug - and as knowingly. She wouldn't have told him to kill himself if she didn't know he would. She's too calculating for that - it would be showing her true face to someone who might actually realize it.
She poisoned Diego, putting him into a coma for 6 years, and when he came out of the coma, it required exceptional care to keep him alive - that he didn't finally kick the bucket until he'd finished what he started, and stopped the extraordinary care does not take his death off her hands.
And Misty died only because of Dahlia's attempt to kill Maya. It's far from 'all Godot' - Dahlia, Morgan, Misty, Godot, and Iris all had active roles in what happened - Dahlia and Morgan planned to kill Maya, while Misty, Godot, and Iris worked out the extremely stupid plan to stop that, which lead to Misty's death. Bikini, Nick, Maya, and Pearls are the only ones involved in the case who aren't responsible in some way for Misty's death. Dahlia isn't directly responsible for Misty's death, but she is indirectly responsible in the same way as Morgan, or the same way Pal Meraktis and Kane Bullard are indirectly responsible for their own deaths - it happened as a direct result of her crimes.
