ARRGH! When will people stop using that as an excuse! I use nothing but paint for my work: I have tried many other things but I like paint much better. It's so simple and easy to use... And plenty of spriters much better than me feel the same. You just gotta learn to use it, that's all.
About the sprite itself...
The colour of the Jacket is too bright and unnatural: When choosing colours with the colour picker, drag the marker halfway to the grey at the bottom.
The hair: Needs shading. Also, for lines such as the ones down the hair, I prefer to use the line tool.
Oh, and as people have said, SAVE AS .PNG!!!

But yeah. Hair need outlines and the sleeves bit darker color, that's true.

There isn't an option on photobucket or gimp that is like
"EASY CUSTOM HAIR"
or "SHADING YOUR SPRITE"
It can help with tiny things, but it can get really complicated.
I like paint best.

But in all seriousness, you are pretty good. The only real thing I can point out is the hair. It doesn't really look like it's with the rest of the sprite age-wise (in general, not the character's age).
My favorite of the bunch is easily "Prosecuting for Dummies".
Two words: LAUGHED. MY. ASS. OFF. THIS. WAS. REALLY. GOOD. I GUESS THIS IS MORE THAN TWO WORDS.
