Anywayz, I like Rou's design, so I'm kind of happy to see him on the cover, since (1) I like him and (2) it means he'll probably play a relatively important role in the game.

Well, that GK poster looks like it's official... The people on the cover of GK are Edgey, Gumshoe, Mikumo and Rou. It has Capcom's logo on it, after all.

He resembles Tigre a LOT. But I think that's because both of them were created as Phoenix foils. The spiky hair, the mythical designs - Tigre even owns a frilly coat like that (though in a different color >.>) and in one of his concept sketches he's got the "wing" look to his hair that Rou ended up with:
