And although it does seem odd that Edgy would scream that, depending on what the witness witnessed, it could make sense....
Plus Tsuki seems like one of those people Franzy wouldn't whip. (I think she'd be more assertive/aggressive than with Godot or Pearly, but I don't think she's whip Tsuki.)

Don't forget that she even whipped Edgeworth, her little big brother.
Something tells me, though, that Franny wouldn't whip her; she doesn't seem to blame, or whip, the witnesses, but rather the attorney. Sure, she whips both Laurice and Maya, but Laurice is an idiot to both her AND Edgeworth, and Maya's Phoenix's side-kick (and also somewhat ignorant herself), so its natural she would vent on her, even just a little.And Tsuki seems the kind who could, possibly, get along with Franny, since she has a good head on her shoulders and would know what she wanted to hear...
