They were so many Capcom cameos in that game, Chun Li cosplaying Jill Valentine when she attacks with her gun, Felicia turning into Mega Man while charging the Mega Buster, and lots of it too. I would imagine Akuma turning into the Steel Samurai doing Bishamon-style slashes to the opponent.

Honestly, they'd probably use one of the other main characters in the AA series before they used the Steel Samurai. Just because the other characters might be more well-known to people who haven't played the games. But, it would be kind of cool.

I doubt that. Putting Phoenix Wright or a similar character (Edgeworth, for example) into a fighting game would be like putting Pikachu into a first-person shooter.
