If you’re referring to the fact that Maya’s sprite doesn’t change from GS1 to 3, well, my best guess would be “cost saving” measures on the part of the production team. Lot cheaper to reuse sprites than commission artists to make new ones. So why does Ema get special treatment? Maybe new management, fan service, bigger budget? Who knows. That or maybe Maya just doesn’t change much at all, I know some people in real life around her age that look pretty much the same as they did 2 years ago …

I guess that would be the technical explanation. If you want to explain it within the story, you can simply say that you don't tend to notice subtle changes in people's appearance when you see them all the time as clearly as you would if, say, you didn't see them for a couple of years.

Or maybe it's because GK sprites are stylistically different from GS sprites, and they decided that if they had to make a new sprite of her anyway they might as well update her appearance.

Also, the only two characters I recall appeared in all games, including GK, are Payne and Gumshoe.
