I actually had an idea about that.
The prosecutors could have a "call witness" move, where one of the "true killers" could come up and smack the opponent around.

Mario getting nailed with a Max Galactica bust.

Also, I've been trying to find a few characters. Many of the good characters are now rare and really hard to come by. You won't believe how much trouble it was to get Warcueid by SUMI. Many of the well-known sites are also down, so that doubles the trouble.

And the reason more than half of the good creations aren't available is because somehow they all have stolen works. Not to mention KFM also took down RS' database citing that "it was too much trouble".
M.U.G.E.N itself is fun. Very fun. But the issue is the practically elitist communities that stay with it. You have to really conform to a set of rules otherwise you risk never being able to touch a single one of those communities. Sort of like a personalized RIAA for MUGEN, only you're not likely to go to jail for copying Ryu's Shoryuken code, and adapting it to be Terry's Crack Shoot.

It's much harder to find some of those old favorites (like the OnslaughtX's Onslaught) nowadays.
I prefer looking for good "rare" characters.
Example? This is a small list of the "rare" characters that I've found so far:
-"Original" Sailor Senshi (Mars, Mercury, Venus, Jupiter) from arcade SM(?).
-Rayearth's Hikaru Shidou
-Hinata from Rival Schools
-ShinRyoga's Mario Bros.
-Someone made a "Classic Sonic" character made entirely from scratch!
-"Nightmare Geese" by "jin" (this one is the BEST Geese char out there so far. too bad you get rid of that aura around him)
Playing a PW character sound cool, but kinda weird.
I know MUGEN has its share of ridiculous characters, but finding a way to make Wright and co. into fairly decent fighters may be a little difficult.
I guess you could give them some weapons (von Karma's whip/taser, Marshall could get a gun), or something of "enhanced" abilities (White can blind his opponents with his "presence", fanatics likes Cody and Sal Manela can parody their moves from other games/shows, Gant can swim through the stage like Gem Fighters' Akuma, heck - give Max Galactica the ability to fly!).
No "Godot Laser", though. That idea is so cliche.
May I suggest following characters for MUGEN:
-Steel Samurai & Evil Magistrate
-Joe Darke
SS & EM fit in the MUGEN universe perfectly, and the story won't be too hard to make, either ("it's just a game", or something like that....now there's an idea for a PW cameo!).
As for Darke....I'm just a sucker for the serial killer.
Any other ideas.

since RS(a mugen website)shut down I have to use MugenFury and other char download packs that take all day long...then I find out that they don't have what I'm looking for....ARGH!
