Yeah... It would look weird for a bellboy to just stand outside the hotel with food. It would be kinda conspicuous, and I don't think he would want to draw attention to himself and possibly get his cover blown.
...A big part of this is why, I think. Tsuki was going to text him the room number, so why did he need to find it out himself and arrive before it was sent by Tsuki herself.

Yeah, but we don't know which case it was.
